The Rural Enterprise Programme has been running for the last 30 years starting as a pilot in 1995. It was implemented in three phases: Phases I, II, & III. The first two phases, implemented between 1995 and 2012, operated in 66 districts across the country and played a key role in advancing Ghana’s strategies for promoting MSEs. The third phase, which began in 2012, was designed to scale up and institutionalise the district-based MSE support system developed during Phases I and II.

Few months ago, the Programme pre-completion survey, which doubles as an endline survey, was commissioned. After three decades of implementation, the government needed a clear picture of what the programme has achieved, what hasn’t worked well, and what should shape the next phase of rural enterprise development.

It is against this background, that Radix consult limited and PDA were engaged as a joint consortium to carry out the pre-completion survey. The survey covered 28 districts across the 16 administrative regions of Ghana. Conscious efforts were made to ensure that diverse sectors within the micro and small enterprise (MSE) space were all captured.
